The Corporation of Madrid was established in 1346 and has succeeded in combining the most noble traditions, still present in its symbols and ceremonies, with the modern times. This is a demand made by nowadays society to this Institution, which is the closest to citizens and which must comply its government with the state of the art technologies.
The Madrid City Corporation deals with the complexity of a municipality based in a large urban area which is, as well, the nation' s capital. Its organization is adjusted to a design which aims at rationality and efficiency, the product of experience accumulated over a large number of years.
"El Ayuntamiento" is the Corporation formed by the Mayor and the Councilors in order to govern and administrate the interest of the City. Apart from being an administrative institution, it is also a socio - political structure aiming to get real citizen participation.
Municipality plays a key role in general life of people. According to the quality level that citizens receive from the local administration, they feel more or less at ease. The peculiar configuration of municipalities with respect to the order of public administrations makes the former the preferred target as provider of public services. Being the closer territorial entity, the municipality has traditionally been the best place to give the citizen the best services. Furthermore, this administration has the best chances to get to know the citizens' needs, due to its permanent contact with them. This feeling is very well kept in this excerpt of the "European Chart of Local Autonomy".

The Mayor, elected in the constituent session of the City Corporation and 54 Councilors who currently represent the following three political parties: Partido Popular, Partido Socialista Obrero Español and Izquierda Unida. All of them comprise the Municipal Plenum.
The councilors of the political party most voted by Madrid´s citizens for the period 2003-2007 were the Partido Popular and they form the Government Team, headed by the Mayor.
The Municipal Corporation meets in Plenary Session to debate and vote on issues concerning Madrid and its citizens.
